Did anyone really not see this coming, after all of the DUP's insistence that they wouldn't work with Sinn Féin anyway? A too-positive IMC report would remove the DUP's last excuse and leave the Governments with no choice but to get on with the business without them. And they just haven't got the courage to do that.
